Abstract

Risk-based procurement management has become an essential approach for strengthening governance, enhancing transparency, and improving procurement performance within the public sector. Government procurement in Jordan represents a significant component of national public expenditure, making effective risk management critical for ensuring accountability, operational efficiency, and service quality. This study evaluates the effectiveness of risk-based procurement management practices within Jordanian public sector organizations and examines their influence on procurement quality, regulatory compliance, and organizational performance. The research investigates current procurement risk identification techniques, mitigation strategies, governance mechanisms, and quality assurance procedures while assessing their contribution to successful procurement outcomes. A quantitative research approach was adopted using structured questionnaires distributed among procurement professionals working within Jordanian governmental institutions. Descriptive and inferential statistical analyses were employed to evaluate the relationships between procurement risk management practices and procurement performance indicators. The findings indicate that organizations implementing structured risk assessment, supplier evaluation, regulatory compliance, and integrated quality management practices achieve higher procurement efficiency, improved transparency, stronger accountability, and reduced operational risks. The study concludes that adopting comprehensive risk-based procurement frameworks supported by digital procurement systems, continuous staff training, and institutional governance significantly enhances procurement quality and strengthens public sector performance. These findings provide practical recommendations for policymakers and procurement managers seeking to improve procurement governance and sustainable public sector development in Jordan.
