The Role of Strategic Public Relations in Enhancing Institutional Reputation and Supporting the Objectives of Saudi Vision 2030: An Applied Study on Government Institutions

This study reviews the role of strategic public relations in enhancing institutional reputation and supporting the objectives of Saudi Vision 2030 within government institutions. It adopts a descriptive and integrative literature-review approach to synthesize relevant theoretical perspectives, empirical studies, and official Vision 2030 documents. The review focuses on four interrelated dimensions of strategic public relations: strategic communication planning, stakeholder engagement, communication transparency, and digital responsiveness. The synthesis indicates that public relations generate greater institutional value when it is integrated into organizational planning and senior-level decision-making rather than being limited to publicity, media coverage, and routine information dissemination. It further shows that institutional reputation develops through consistency among communication, organizational performance, transparency, responsiveness, and stakeholder experience. Strategic public relations can support Saudi Vision 2030 by improving public understanding of government initiatives, facilitating stakeholder participation, communicating credible evidence of institutional progress, and strengthening confidence in national transformation programs. Institutional reputation consequently represents both an outcome of strategic communication and a resource that can enhance stakeholder acceptance and cooperation. The study recommends integrating public relations into government strategic planning, establishing measurable communication objectives, strengthening stakeholder dialogue and digital responsiveness, and conducting periodic assessments of institutional reputation. This review contributes an integrated conceptual understanding of the relationship among strategic public relations, government reputation, and national transformation in the Saudi public-sector context.
