The Impact of Digital Transformation on Municipal Service Quality: Evidence from Greater Amman Municipality

Abstract

Digital transformation has become one of the most influential strategic initiatives adopted by public institutions to improve operational efficiency, enhance service delivery, and strengthen citizen engagement. Municipal governments, in particular, are increasingly investing in digital technologies to modernize administrative processes, facilitate electronic service delivery, and support data-driven decision-making. Despite these developments, many municipalities continue to face challenges related to technology adoption, organizational readiness, digital infrastructure, employee capabilities, and citizens' acceptance of electronic services. These challenges directly affect the quality, accessibility, and reliability of municipal services.This study examines the impact of digital transformation on municipal service quality within the context of the Greater Amman Municipality (GAM) in Jordan. The research investigates how digital transformation dimensions, including digital infrastructure, information systems integration, employee digital competencies, electronic service platforms, and institutional digital governance, contribute to improving service quality indicators such as efficiency, responsiveness, accessibility, transparency, reliability, and citizen satisfaction. The study adopts a quantitative research approach using structured questionnaires distributed among employees and service users of the Greater Amman Municipality. Statistical analysis is conducted using descriptive statistics, correlation analysis, and multiple regression techniques to evaluate the relationships between digital transformation initiatives and municipal service quality. The findings are expected to demonstrate that effective digital transformation significantly improves municipal service quality by reducing service processing time, increasing administrative efficiency, enhancing transparency, improving communication with citizens, and supporting evidence-based managerial decisions. Furthermore, the study highlights that successful digital transformation depends not only on technological investment but also on leadership commitment, organizational culture, employee training, cybersecurity readiness, and continuous innovation. The research concludes by proposing practical recommendations for strengthening digital governance frameworks, expanding smart municipal services, investing in digital competencies, and developing integrated digital strategies that support sustainable urban development and citizen-centered public service delivery. The study contributes to the growing body of knowledge on digital government and municipal administration by providing empirical evidence from one of the largest municipalities in the Middle East. It also offers practical insights for policymakers and municipal leaders seeking to accelerate digital transformation while maintaining high standards of public service quality, institutional effectiveness, and long-term urban sustainability.
